Below is the text of the proposed ordinance to prohibit the retail sale of dogs, cats and rabbits in Branford. We worked with the HSUS attorneys to create language for the ordinance in order to comply with local, state and federal law.

Prohibition on retail sale of dogs, cats and rabbits
1.Purpose. The purpose of this ordinance is to regulate the keeping and sale of certain animals in pet shops and to protect and advance animal welfare, consumer protection, and public health and safety.
2.It shall be unlawful for any person to sell, offer for sale, deliver, broker, or otherwise transfer or dispose of any live dog, cat or rabbit in any pet shop, retail business, or other commercial establishment located in the Town of Branford, unless the dog, cat or rabbit was obtained from a: 1) publically operated animal control facility, or (2) nonprofit animal rescue organization that is a tax exempt organization under Section 501 (c)(3) of the Internal Revenue Code of 1986, or any subsequent corresponding internal revenue code of the United states, as from time to time amended, whose primary mission and practice is the rescue and placement of abandoned, unwanted, neglected or abused animals.
3.To take effect sixth months from the effective date of this ordinance.
