Albuquerque, NM – “City banned sale of all ‘companion animals,’ and reported that euthanasia at city shelters subsequently decreased by 35%.


  • To propose and pass a town-wide ordinance that would ban the retail sale of puppies, cats or rabbits by pet store operators.
  • This policy will foster a more humane environment, and provide community awareness of the plight of puppy mill and kitten factories.
  • Encourage the adoption of shelter dogs, cats and rabbits. Encourage the adoption of pets from rescue groups, and decrease the number of animals euthanized yearly.
  • To promote a more humane business model allowing for the showcasing of shelter animals and rescue animals.
